Rosy brings over 16 years of business, entrepreneurial and legal experience specializing in corporate law and regulatory affairs. Rosy has successfully led the development of new companies, team-building, structuring products and guiding operations. In addition to her role with CTAC, she is the CEO & President of Quadron Capital Corporation, which provides ancillary equipment, products and services for the cannabis industry, and a Special Advisory to CAMCD, the Canadian Association of Medical Cannabis Dispensaries.
Rosy has also held executive positions as General Counsel and Chief Legal Officer for companies involved in regulatory undertakings and in the securitization of real estate.Rosy received her Bachelor of Arts in Criminology from Simon Fraser University, attaining Deans List standing. She went on to receive her Bachelor of Laws from the University of Windsor in 1996. While at law school, Rosy completed a Certificate in Conciliation and Mediation, and was the recipient of the University of Windsor’s Faculty of Law Community Service Award in her graduating year. Rosy has been a practicing lawyer and member of the Law Society of British Columbia since 1997.
Rosy began her law career in insurance and commercial litigation, and was fortunate to assist on, and attend the appeal of Blencoe v British Columbia (Human Rights Commission),  2 S.C.R.307, a seminal Supreme Court of Canada decision regarding administrative delay. After 4-years in litigation, Rosy took advantage of an opportunity to focus on corporate commercial law in her first in-house counsel role.
Throughout her undergraduate and law school studies, Rosy’s research interests were in the areas of constitutional and human rights, including the constitutionality of cannabis prohibition. As the legal cannabis industry gains traction, Rosy is excited to be on the cusp of this new, fast-growing (and legally complicated) industry.
